Candidate must demonstrate a successful history of cash handling/balancing skills, exceptional customer service, a cheerful personality and an outstanding ability to work with others. Applicant must be proficient in Microsoft Word, Excel and Outlook; prior experience with city utilities systems is highly desirable. SUMMARY

Reviews and posts data from electronic meters, computes charges for utility services, marks special accounts for billing purposes, compiles data, and prepares billing files for mailing to customers. Maintains the integrity of ordinances related to utility collections. Concurrently collects and posts all municipal receipts, fees, sales tax and donations. Issues permits and licenses.

ESSENTIAL DUTIES AND RESPONSIBILITIES – other duties may be assigned

MUNICIPAL

Receipts

  • Sales tax, property tax, court income, lease payments, franchise tax, interest, FOIA, dumpster fees, turnback, grants, donations, and interest.

  • Ambulance transport, ambulance dues, fire dues, fire service calls.

  • Building, demolition, electrical, fence, mechanical, sign, yard sale permits, business and transients license.

  • Civic Center rentals and deposits, parks utility usage fee, pool.

  • Lot-split, storm drainage, variance, zoning and rezoning fees.

  • Animal license, redemption, and surrender, finger printing, police reports, and SRO reimbursement.

  • Cemetery lot sales

  • Road bore income and plumbing permits.

  • Balance daily deposits, and deliver to bank.

Duties

  • Issue permits for building and plumbing inspections.

  • Schedule Civic Center rentals.

  • Assist public and funeral homes with burials.

  • Answer and direct incoming calls.

  • Assist the public generally.

  • Assist department heads.

  • Open and distribute incoming mail.

WATER

Receipts

  • Grants, interest, late charges, service fees, meter deposits, neighbor to neighbor program, road bore income, sales taxes, sanitation charges, sewer and water taps, and water charges.

  • Upload daily billing file to online/by phone credit card & e-check provider.

  • Balance daily deposits, and deliver to bank.

Duties

  • Set up new service, and disconnect per customer request.

  • Report new accounts and disconnections to trash contractor.

  • Process non-sufficient payments.

  • Issue work orders (water, streets, and cemetery).

  • Upload and download meter readings; issue reports to water department.

  • Enter manual reading data.

  • Analyze data, adjust, and prepare billing file for upload to billing contractor.

  • Prepare and post customer automatic (ACH) bank drafts.

  • Post late charges.

  • Prepare shut-off notices file for upload to billing contractor.

  • Prepare shut-off list; issue report to water department.

  • Assist with reconnections, customer complaints.

  • End of the month processing of receipts and water system reports.

  • Answer and direct incoming calls.

  • Assist customers with questions about water accounts.

EDUCATION and/or EXPERIENCE

Requires high school or GED completion; or one year related experience and/or training; or equivalent combination of education and experience.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problem solving and ability to multi-task.
